Weapon Scrolls set Weapon Proficiency for a character to 20, which is at the low end of the A range. Additionally, for whatever stat(s) the associated weapon uses to calculate damage, the equipped character's aptitude gets set to 120%. Thus, a "Scroll: Staff" will grant a weapons mastery of "A" in Staves and set Intelligence to 120% Aptitude. Weapons scrolls are very tough to come by and are only available by receiving the "Mastering Weapon" Felony or by finding a Scroll Seller in an Item World Mystery Room, where they are also extremely expensive.
